Businesses planning to import used goods into Indonesia should review the October 2026 regulatory update before committing to a shipment. The relevant framework concerns goods in a non-new condition and non-hazardous and non-toxic waste (non-B3 waste); it should not be treated as a general relaxation of all import requirements.<\/p>\n

The October 2026 regulatory framework<\/h2>\n

Minister of Trade Regulation No. 23 of 2026 amends Minister of Trade Regulation No. 24 of 2025 on imports of goods in a non-new condition and non-B3 waste. The Ministry of Trade\u2019s official implementation briefing identifies 9 October 2026 as the effective date.<\/p>\n

Minister of Finance Decree No. 74\/MK\/BC\/2026, dated 8 October 2026 and effective from 9 October 2026, addresses goods restricted for import under that amended framework. Companies should read the trade requirements alongside the applicable customs restrictions, rather than relying on the regulation\u2019s title alone.<\/p>\n

Used industrial electronics: a specific Batam arrangement<\/h2>\n

In its briefing published on 5 October 2026, the Directorate General of Foreign Trade explains that the used-electronics arrangement covers 136 HS tariff lines for industrial processing in the Batam Free Trade Zone and Free Port (KPBPB Batam).<\/p>\n

The briefing identifies an NIB valid as a producer importer identification number (API-P), Import Approval (PI), and a Surveyor Report (LS) following technical verification in the country of origin. It also describes restrictions on moving the goods out to other Indonesian customs areas, monthly realisation reporting through SINSW, and environmental requirements for processing and residual waste.<\/p>\n

This is a targeted industrial arrangement. Businesses should not assume that it permits ordinary nationwide resale of used electronics or that a general importer registration is sufficient.<\/strong><\/p>\n

Remidian\u2019s practical checklist before shipment<\/h2>\n

The following are our recommended transaction checks, rather than a complete list of statutory requirements:<\/p>\n

  1. Build a clear product file.<\/strong> Obtain specifications, photographs, condition reports, model details and the intended use. Ask the supplier to explain whether the consignment consists of functioning equipment, components or material intended for processing.<\/li>\n
  2. Check classification against the actual goods.<\/strong> Compare the proposed HS code with the physical description and the relevant restricted-goods entries. A supplier\u2019s commercial description should be the starting point for verification, not the only evidence.<\/li>\n
  3. Confirm the importer and destination.<\/strong> Review the importing entity, its registrations, the receiving facility and the proposed processing or distribution route. Document why the planned arrangement fits the applicable framework.<\/li>\n
  4. Map approvals and inspection steps.<\/strong> Prepare a shipment-specific matrix showing which documents are needed, who obtains them and when they must be available. Resolve uncertainties before instructing the supplier to dispatch.<\/li>\n
  5. Reconcile the paperwork.<\/strong> Check that the invoice, packing list, technical information and approval documents describe a consistent transaction. Investigate differences in quantities, descriptions or destination details.<\/li>\n<\/ol>\n

    Address the commercial risks in the supply contract<\/h2>\n

    We recommend agreeing who bears the cost if documentation is incomplete, specifications differ or a shipment cannot proceed as planned. Contracts can address inspection cooperation, document accuracy, storage and demurrage costs, cancellation arrangements and the allocation of return-shipment expenses.<\/p>\n

    For example, a buyer considering used electronic components for a Batam processing facility should clarify the complete operating and shipment plan before paying a non-refundable deposit. Commercial attractiveness alone does not resolve the regulatory questions.<\/p>\n
